Hello and welcome to the communites! As Andre stated above, creating a second vSwitch with no uplinks should do what you requested. If you need to route traffic from the private network to the "public" network then you would need some device/VM that had at least two interfaces: one on the private network and one on the public network. This device/VM would need to handle the routing. Pfsense is a good option, another would be Vyatta. Good luck!
