It is a requirement to enable DRS in vCenter for vCloud Director(vCD). Storage DRS is another thing. That would depend on the version vCD you have installed. The latest version of vCD does support SDRS.

Shrinking the virtual disk size is not supported. What you may do is to run a V2V conversion or create a new virtual disk, copy over the data and then replace the virtual disks. André
