I favor Unix and use a Mac as my primary system and use ddrescue compiled from GNU ddrescue source code, although it should be available in many different Linux Distros that have Live CD/DVD ISO Images that you can burn to Optical Media and boot your System with. Which it what I typically do in cases like this or temporarily place the HDD in an external FireWire/USB Enclosure and connect it to my Mac to attempt the recovery. Linux/Unix is far superior to Windows with tasks such as this and if I knew of a good Windows base recovery utility for this I would have provided a link, sorry!
