There's a flaw in Part 4 of the instructions. For .NET Framework you don't want to select the whole ".NET Framework 3.5.1 Features", but just the sub-feature ".NET Framework 3.5.1" (see Re: vCenter 5 wont install on Windows 2008 R2 SP1)
